Strengthening Confidence for a New Journey, Striving Forward to a Bright Future
On January 25, Beijing Energy International (hereinafter referred to as “the company”) successfully convened the First Session of the Third Employees’ Congress and the 2025 Work Conference in Beijing. Guo Mingxing, Party Secretary and Chairman of Beijing Energy Holding (BEH), attended the meeting and delivered an important speech.
The conference comprehensively summarized the achievements of 2024 and the successful experience since the company’s restructuring, analyzed the current situation and formulated key tasks for 2025 and beyond, mobilizing the entire company to align their thoughts, build consensus, take responsibility, and strive for excellence. The goal is to create even better performance and drive high-quality development to new heights.
Guo Mingxing congratulated the successful convening of the conference and commended the company’s team for their unity, resilience, and dedication over the past year. He highlighted the team’s achievements under the spirit of “making every endeavor, overcoming every barrier by all manner of means,” contributing significantly to the BEH’s installed capacity exceeding 50 million kilowatts and successfully advancing the 14th Five-Year Plan. Their efforts have strengthened the BEH’s leading position among local energy enterprises and contributed to Beijing’s vision of becoming an international benchmark for a green economy.
Regarding the company’s key tasks for 2025 and future development, Guo Mingxing emphasized:
1. Adhere to Scientific Development with Economic Efficiency as the Core
Focus on high-quality projects, maintain pragmatism, and exercise full-chain cost control. Manage the development pace prudently, prioritize cost-benefit analysis, stay vigilant, optimize resource allocation, strengthen innovation, enhance efficiency, and shape the company’s differentiated competitive advantages to secure a strong market position;
2. Serve Beijing and Drive Its Low-Carbon Transition
Commit to serving Beijing as a core mission, leverage the company’s role as a key player, capitalize on resource advantages, tap development potential, and advance technological innovation. Accelerate the development of new energy projects in Beijing, especially ensuring the smooth implementation of the Mujiayu Project in Miyun District, Beijing. Prioritize projects like “Green Electricity to Beijing,” spare no effort in advancing “Transmitting Jilin’s Electricity to Beijing” and “Transmitting Inner Mongolia’s Electricity to Beijing,” striving for early project finalization, commencement, and operation;
3. Refine Operational Management to Enhance Asset Quality
Innovate institutional mechanisms, unlock profit potential, and improve operational efficiency. Strengthen control over accounts receivable and inventory to boost production efficiency and asset performance. Proactively identify and mitigate risks to prevent systemic issues;
4. Advance Technological Innovation to Build Competitive Edge
Flexibly adapt to market changes, integrate innovation with existing business lines, and adopt multi-pronged strategies to sharpen competitive advantages and drive profit growth;
5. Strengthen Market Cap Management for Sustainable Growth
Continue innovating financing methods and capital operations to effectively elevate market cap, bolster investor confidence, and maintain a healthy debt-to-asset ratio;
6. Enhance Party-Building to Ensure High-Quality Development
Deepen the integration of Party-building and business operations, using the “Party-Building plus Dual-Carbon” initiative as a catalyst to pioneer new approaches, develop distinctive Party-building practices, and advance production and operations. Strengthen internal compliance, embed corporate culture, cultivate talent, and foster a clean, positive, and enterprising corporate environment.
President Zhu Jun delivered a management report titled “Strengthening Confidence for a New Journey, Striving Forward to a Bright Future to Drive High-Quality Development.” He highlighted the company’s achievements in 2024 under the theme of “Cost Reduction and Efficiency Improvement,” emphasizing:
Zhu Jun pointed out in the report that in 2024, the company focused on the theme of the “Year of Cost Reduction and Efficiency Enhancement,” with the core strategy of “focus on the main business, diversified drivers, lean management, and innovation for effectiveness.” With concerted efforts and determination, the company achieved significant progress in various aspects: outstanding business development performance, effective improvement in asset quality and scale, notable achievements in cost reduction and efficiency enhancement, successful establishment of an engineering brand, solid reinforcement of safety production fundamentals, optimization of corporate capital structure, enhanced operational efficiency, stimulated corporate growth momentum, unleashed development potential, and gradually improved compliance supervision effectiveness.
Regarding the key tasks for 2025, Zhu Jun emphasized the following:
1. Adjust the development strategy and further enhance the quality of project resources;
2. Strengthen power plant operations to improve asset operation quality;
3. Reinforce infrastructure project management to enhance engineering management quality;
4. Strengthen safety production management to improve safety management standards;
5. Enhance comprehensive cost control to further unlock cost reduction and efficiency gains;
6. Innovate financial and financing management to optimize the asset-liability structure;
7. Refine overall management practices to improve management quality;
8. Optimize human resource management to enhance talent quality;
9. Strengthen the compliance system to improve regulatory compliance standards;
10. Reinforce the supervision and governance system to safeguard high-quality development.
Zhang Ping, Chairman of the company, delivered a speech titled “Maintain Focus, Pursue Long-term Goals with Determination, Implement Precise Strategies, Improve Quality and Efficiency, and Firmly Build Confidence to Enter a New Stage of High-Quality Development.” Zhang Ping pointed out that since the restructuring in February 2020, the company has focused on “seizing industry development opportunities and rapidly expanding the scale of its core business.” The proposed development strategy of “dual-circle, one-center, and one-focus” has resulted in a more diverse industrial landscape and rapid scale expansion, strengthening its market influence and earning widespread recognition across society.
Zhang Ping emphasized that the company should focus on high-quality development. With it positioning itself as the “Year of Quality Improvement and Efficiency Enhancement,” the core strategy should be “seeking progress while maintaining stability, systematic planning, meticulous management, and strict risk control.” The company will continue to optimize and adjust its “dual-circle, one-center, and one-focus” development strategy around serving Beijing, further enhancing its core competitiveness and capabilities, and achieving the goals of the 14th Five-Year Plan. This will lay a solid foundation for a good start to the 15th Five-Year Plan.
Regarding the implementation of key tasks for the year and the overall development plan for 2025, Zhang Ping proposed four key requirements:
1. Clarify the Path of High-Quality and Efficient Development -- Adhering to project returns as the primary benchmark, staying committed to a differentiated development strategy. The company will fully leverage Beijing’s energy consumption capacity and spare no effort in advancing the “north-circle” base projects, including the “Transmitting Jilin’s Electricity to Beijing” and the “Transmitting Inner Mongolia’s Electricity to Beijing” base projects. Aligning closely with energy development trends, the company will focus on deploying new energy projects in the Yangtze River Delta and the Pearl River Delta along the “south-circle”. Centered on serving Beijing, it will promote coordinated development in the Beijing-Tianjin-Hebei region. Additionally, it will cautiously advance overseas business with a focus on project quality, steadily pursue diversified business transformation, and maintain a pipeline of high-yield projects;
2. Focus on Quality Enhancement and Efficiency Gains -- Guided by profit contribution, the company remains steadfast in comprehensive cost control. It will strictly manage project costs to ensure precise decision-making, conduct thorough post-project evaluations for continuous optimization, and enhance regional benchmarking rankings by closely tracking key performance indicators and improving existing power plant operations. Furthermore, it will place great importance on electricity spot market trading, adopting innovative strategies to seize early opportunities in energy market reforms. Persistent efforts will be made to attract equity financing, reduce funding costs, and strengthen the company’s risk resilience. The company will also continue promoting comprehensive management improvements, ensuring flexibility and efficiency in operations while aligning with strategic development goals;
3. Adhere to Compliance and Risk Control as a Foundational Principle -- Utilizing integrated supervision as a key approach, the company is resolute in building a solid foundation for high-quality development. Efforts will be made to refine the integrated supervision system to enhance risk management capabilities, strengthen legal and compliance awareness to improve regulatory efficiency, and maximize audit effectiveness to elevate corporate governance standards;
4. Strengthen Party-Building with Innovation and Cultural Integration -- With corporate culture at its core, the company is determined to shape a distinctive Party-building brand. In alignment with the realities of mixed-ownership enterprises, Party-building efforts will be seamlessly integrated with business operations. By cultivating a strong corporate culture, the company seeks to align efforts and harness collective energy to drive sustainable growth.
Liu Guoxi, Party Secretary and Chairman of the Trade Union of the company, presided over the conference and conveyed the spirit of BEH’s Second Session, Third Employees’ Congress and 2025 Work Conference. Liu emphasized that all employees should align their thoughts and actions with the conference’s directives, implement its requirements, adhere closely to the company’s strategic priorities, and stay committed to development goals. By effectively implementing various initiatives, employees should strive to advance its high-quality development.
The conference issued several documents in written form, including the “Beijing Energy International Party Committee 2024 Work Report,” “Beijing Energy International Trade Union 2024 Work Report,” “Preparatory Report for the First Session, Third Employees’ Congress of Beijing Energy International,” “Employee Representative Qualification Review Report,” and the “Report on the Handling and Implementation of Proposals from the First Session, Second Employees’ Congress of Beijing Energy International.” The attendees also voted to pass the “Resolution of the First Session, Third Employees’ Congress and 2025 Work Conference of Beijing Energy International.”
During the conference, the “Decision on Commending 2024 Outstanding Teams and Individuals” was announced. Zhu Jun presented awards to representatives of the 2024 Annual Outstanding Elite Award and Star Employee Award winners. Liu Dongsheng presented awards to recipients of the 2024 Special Contribution Award. Zhang Ping awarded representatives of the 2024 Outstanding Management Team Award.
Additionally, Liu Guoxi signed the “2025 Comprehensive and Strict Party Governance (Party-Building) Responsibility Agreement” with Party organization representatives.
Zhu Jun signed the following agreements with the branches’ and subsidiaries’ representatives: “2025 Branches and Subsidiaries Business Management Target Responsibility Agreement,” “2025 Safety and Environmental Protection Target Responsibility Agreement” and “2025 Technological Innovation Target Responsibility Agreement.”
During the conference, attendees watched corporate culture promotional video -- “Fusion: Seeing the Future.” The video highlighted the company’s core values through six engaging stories: “This time, you take center stage,” “Everyone is sincere, everything is transparent,” “Give our best for every possibility,” “Drive breakthroughs by bridging gaps,” “Break boundaries, unlock infinity,” and “Strength drives progress, fusion fosters greatness.” It vividly portrayed the perseverance and teamwork spirit of the employees as they strive for excellence, resonating strongly with all attendees.
A total of 122 participants attended the conference, including company management, external directors, chief supervisors, General Counsel, President Assistant, heads of headquarters departments, the Trade Union Vice Chairman, the Communist Youth League Secretary, all employee representatives from the First Session, Third Employees’ Congress, as well as Party secretaries, executive directors, and general managers from various branches and subsidiaries.
