On February 22, Jiang Fan, party secretary and chairman of Beijing Energy Holding (BEH), deputy party secretary and president Kan Xing, and vice president Chen Guogao, supervised Beijing Energy International.
At the meeting, Beijing Energy International (hereinafter referred to as “the company”) reported on the key tasks and objectives this year, the progress of key projects, and the good start in Q1, and put forward relevant measures of reform and innovation, capital operation, risk management and control, and comprehensive and strict management of the Party organization. Participants had an in-depth exchange on the current difficulties and ideas for the next step.
Jiang Fan said in his speech that the company has made great progress in 2023 with remarkable achievements. On the future development, he highlighted as follows:
It is necessary to fully strengthen the capital strength. Pay close attention to the study and implementation of feasible measures, accelerate the problem-solving capability to facilitate development, and inject new vitality for the virtuous circle of growth through stronger capital strength to meet the needs of rapid development;
It is necessary to further deepen the reform. On the basis of thoroughly understanding the policy, we should carefully learn through “bringing-in” best practice and experience, and “going-out” to consult professional institutions, further expand the scope of delegation of power, strengthen the decision-making of the Board of Directors, continuously enhance internal coordination, and create exemplary reform models with demonstrative effect;
It is necessary to focus on high-quality development. BEH should actively guide, lead, and coordinate relevant affairs on major projects; the company should actively explore new areas and seize the window opportunity in the development with a proper speed and pace. On hydrogen production with green electricity, we should take bold steps in exploring and making breakthroughs. On computing power, we should develop plans and optimize green electricity coordination to realize the leap-forward development from products to technology chains and then to scalable industrial growth;
It is necessary to strengthen supervision. Further focus on risks, implement the “five-in-one” supervision system, effectively rectify the problems found in audits and inspections, strengthen the coverage of smart supervision, further avoid risks for the high-quality development;
It is necessary to improve Party-building with the company’s own characteristics. Strengthen the leadership of the Party, promote the comprehensive and strict management of the company by strictly administering the Party in an all-round way, give full play to the role of grassroots Party organizations as a backbone and exemplary role of party members, so that such improvements can better serve the company’s core tasks.
In his speech, Kan Xing said that since its restructuring, the company has maintained firm resolve on development, strong development aspiration and vigorous momentum. On the key work for the next phase, he stressed the following:
Be a good “test field” of reform. As a pilot unit of BEH’s reform, the company should be a brilliant pioneer. Adhere to the priority of efficiency and profitability, seize the development opportunity of strategic emerging industries, develop computing power in a results-oriented manner, and maintain a high-quality, efficient and rapid development trend;
Hold fast the strategic “steering wheel”. Adhere to the international development strategy, benchmark with the world first-class players, optimize the management and operation system, governance structure and incentive system, realize corporate cultural remolding and process reengineering, stimulate the vitality of the company, and fully capitalize on the advantages of market-oriented system and mechanism;
Stimulate the “internal driver” of management. Continue to strengthen team-building with an elite team with international vision, advanced management skills, innovative concept and full vitality; Maintain good communication and information feedback to ensure that all work is carried out accurately and efficiently; Continue to promote entrepreneurship and enhance the core competitiveness.
Chen Guogao pointed out that the company should make concerted cross-functional efforts, increase financing and fund-pooling capacity, improve the efficiency and effectiveness of capital use for major moves. Make good use of the digital platform, improve the level of fund supervision, properly ensure adequate provision of funds, implement various business parameters, and accelerate high-quality and efficient development.
After the meeting, Jiang Fan and his entourage visited the new office of Jingneng Digital Industry Co., Ltd. (hereinafter referred to as “Jingneng Digital Industry”) which was led by Beijing Energy International, supervised and listened to the introduction of digital computing business by Jingneng Digital Industry, and learned its three-year development plan as well as the construction and operation of Beijing AI Public Computing Platform (Shangzhuang). He encouraged all staff members to work even harder in seizing the opportunities of development, focus on the phased goal of accelerating existing computing projects, fully provide services in the whole process to create a development model integrating energy and computing power, open up a new growth driver for BEH, further promote the upgrading of industrial structure, and create new quality productivity.
